People often use clean hard fill for grading, paving or filling on their property. Clean hard fill includes brick, block, tile, stone, reinforced and non-reinforced concrete, and asphalt concrete. In addition to possibly needing a permit from the building department, anyone using clean hard fill that originated off the property must notify SCPH of the fill use at least seven days BEFORE bringing fill onto their property.
