Building and Zoning Evaluation

A Building and Zoning (BZ) Evaluation is required for any residential property with a sewage treatment system (STS) or private water system (PWS) when the owner proposes to add an additional structure on the property or put on an addition/remodel an existing home. An SCPH inspector will evaluate the existing STS to ensure that it is functioning and verify that the proposed project will not affect the current system or disturb any potential STS or PWS replacement areas. It is recommended that you also contact your local building/zoning office for additional requirements.

A BZ evaluation is required to do the following:

Add structures

This includes, but is not limited to, the addition of a garage, shed, deck, pond, pool, etc. 

Remodel/addition to existing home

An addition or remodel to the existing home that increases the footprint of the house, but does not increase the potential occupancy. The remodel will not increase the number of bedrooms.

Please note: A bedroom may be any room that can be utilized as a bedroom, such as an office, library, or den.

Add bedrooms

This is an addition/remodel that will increase the number of bedrooms, which will increase the potential occupancy of a home. Higher occupancy may overload the STS.

           To add one bedroom: not all types of systems will be permitted to add a bedroom. Please contact our office at (330) 926-5600 prior to submitting the application.

           To add two or more bedrooms: a Site and Soil Evaluation (SSE) will need to be submitted for an in-depth evaluation of the property. Visit  New or Replacement STS page

What to expect:

Once the BZ application has been received, an SCPH inspector will review the plans. The site plan must clearly show the proposed changes, and location of the PWS and STS. Once the plan is reviewed, the inspector will conduct a site inspection. The project area for the addition/remodel must be clearly marked. Components of the STS (tank, distribution box, inspection port, etc) will need to be located if buried.

Drop off application at 1867 W. Market St., Akron. Environmental Health is located in Building C (drive to the back of the parking lot). Cash, check, and credit cards are accepted.
